CIB REGULATION

EQUIPMENT AND SUPPLIES MANAGEMENT: DISPOSAL OF PROPERTY

SECTION ONE: PURPOSE AND ALIGNMENT OF POLICY

1.01 Purpose

The purpose of this regulation is to provide guidance to students, faculty, and staff members regarding the disposition of abandoned and unclaimed personal property.

1.02 General Authority

In accordance with CIB(LEGAL), the College District is authorized to establish rules and regulations for the disposition of abandoned and unclaimed personal property.
The Director of Physical Plant Operations is authorized to dispose of a third party’s abandoned and unclaimed personal property in accordance with Angelina College policies. [See CIB(LOCAL)]

This regulation applies to students, employees, and the public. For the purpose of this regulation, the following definitions shall apply.

SECTION TWO: APPLICABILITY

Personal property is considered abandoned or unclaimed if the identity, contact information, or valid address of the owner cannot be determined from the information available to the holder of the property. This property shall also be referred to as Lost and Found items.

2.01 Definitions

2.01.1 Abandoned or Unclaimed Property

Examples of items that are accepted in Lost and Found include, but are not limited to:
Books, notebooks, and planners.

  1. Clothing (coats, jackets, and umbrellas).

  2. Eyewear and sunglasses.

  3. Cell phones.

  4. Keys.

  5. Jewelry.

  6. Wallets, purses, and backpacks.

  7. Miscellaneous electronics such as personnel computers, printers; and wireless headphones.

  8. Flash drives.

Examples of items that are not accepted in Lost and Found include: 

  1. Cosmetic items.

  2. Pens and pencils.

  3. Food, drinks, and containers.

  4. Soiled and or discarded items that present a sanitation risk.

  5. College Business Property.

Weapons and Contraband.

2.01.2 Reporting Lost and Found ItemsAll lost and found items should be turned in to the College Physical Plant Operations Office representative at the administration desk during standard business hours. In the event lost items are found outside of standard business hours, items should be turned in to the Campus Police/Security on duty who shall document receipt of such an item and deliver them to Physical Plant Operations during normal business hours.

2.01.3 Lost and Found Inquiry
A student, faculty, or staff member who has lost an item can report it to the Physical Plant Operations administrative office. After reporting a lost item, the reported will only be contacted in the event the item is found.

2.01.4 Property Claim

A valid photo identification (ID) is required (e.g., AC ID, State ID card, Driver’s License, official passport, etc.) to claim lost property. Property will not be released to anyone without appropriate identification and information signifying ownership.

2.05 Staff Responsibilities

Physical Plant administrative staff and or designee shall be responsible for the following:

1. Accepting and securing in a secure area all acceptable lost and found items.

2. Maintaining a log that documents receipt of lost and found items and a record of claimed items. 

3. Processing property claims and documenting claims made to lost and found property. Documentation shall include the date the item was claimed, the owner’s name, identification information provided, and the owner’s signature confirming receipt.

4. Notifying the owner of lost property that the property has been found. Notification should be made within a reasonable amount of time after the property is received. Campus management staff shall make every attempt to notify the owner through AC email, telephone call, text message, United States Postal Service, or the College District mail system (if owner contact information is available).

5. Immediately contacting the Angelina College Police Department (ACPD) when illegal drugs or weapons have been found. Campus staff members shall not handle weapons and or illegal drugs (“contraband”).


If a student, faculty, staff, or community member wishes to claim a weapon or other contraband, college employees will refer the person to the ACPD.


2.01.6 ACPD Responsibilities

The ACPD shall be responsible for:

1. Immediately retrieving weapons and illegal drugs (contraband) from the campus location. Only ACPD has the authority to release these items to the owners.

2. Creating a criminal case with a unique case number, and promptly investigating incidents where items presumed stolen are reported to ACPD.

3. Personal property in the possession of campus security personnel will be released as long as the property is not being held as evidence to be used in a pending criminal case. [See CIB(LEGAL)]

2.01.7 Disposal of Unclaimed Property

Unclaimed personal property will be held for a period of at least sixty days. After the sixty-day period, unclaimed property will be donated to charitable organizations within the taxing jurisdiction of the college. For tracking purposes, documentation concerning the receiving agency will be kept.

Unclaimed books will be donated to the AC library and are subject to the Angelina College Library Collection policies.

Any monies realized from the disposal of unclaimed or abandoned personal property shall be deposited in the College District’s general fund. [See CIB(LOCAL)]
